BANGKOK, 27 November 2009 (NNT) – The National Energy Policy Council (NEPC) has approved a proposed power purchasing plan from neighbor countries.
Minister of Energy, MD Wannarat Channukun stated that the NEPO meeting resulted in an agreement to buy electricity from neighboring countries. The draft agreement would be prepared by the Electricity Generating Authority of Thailand (EGAT). Such an agreement would be reviewed by the Office of the Attorney General before being endorsed among those countries.
Presently, two draft agreements have been approved including the 25 years of Power Purchase Agreement (PPA), for the purchase of power from Hongsa lignite-fired plant of Lao PDR. The generating capacity of the plant of 1.65 gigawatts, 1.47 gigawatts would be sold to Thailand, with the delivery to start on 1 March 2015.
Another was draft of memorandum of understanding (MoU) to buy power from Myanmar under Mae Kok project. The lignite-fire plant generating capacity of 405 megawatts and would be sold to Thailand 369 megawatts. The electricity would be delivered from Shan State in Myanmar through Mae Sai District in Chiang Rai Province.
The Minister added that buying power from neighbor countries was part of the energy stabilization policy and to strengthen and promote economic relations between countries. He also said that the particular purchasing agreements need more negotiating in details anyway.
